His threat to call the police is just that nothing but a threat.

Him paying money for a service, not receiving the service paid for, and not receiving a refund. Civil matter, civil courts police won't touch it. 

It's an empty threat.

Report him everywhere possible and block him so that he can not contact you.

In regards to the police, after having had to deal with the police (for a very different matter) for the past year of my life I can totally understand why you wouldn't want to speak to them. But if you saw on the front of your local paper next week about a local girl who had been raped by a punter and it turned out to be him could you live with yourself for not saying anything? I don't think I could.

yes agreed with all this and i would say the same and i do, want a refund take me to court, treats police i say do it...you need to name and shame these that try and cause harm to us and then see where those threats go.
