If an escort is prepared to have sex with her clients, she generally won't charge any less for a reduced service, because that's still taking up time that could be more profitably spent earning full pay.
However, there are escorts who will NOT have sex with their clients, and therefore offer a reduced fee for a reduced service: but the only ones I've seen offer massage (only), not cunnilingus.
If such an escort exists (unlikely), you could find her by doing an Adultwork search in your region for escorts with "receiving oral" on their likes list, then sorting the results by price. Any offering unusually cheap cunnilingus should then be listed first (if they charge for an hour).

It does tickle me when you get the odd enquiry asking for fees for oral 'only'. To me oral is more intimate and can me a lot more involved than actual intercourse - partly because it's right in your face. Many parlours charge extra for oral, with sexual intercourse being the basic service.
